CHIEF LIBRARIAN / CEO
The Eastern Counties Regional Library Board is
seeking a dynamic forward-looking Chief Librarian/CEO to manage all
library functions and staff. The Chief Librarian/CEO manages Eastern
Counties Regional Library’s operations using skills in community
relations, budgeting, human resource development, facilities and strategic
planning.
Located in scenic Northeastern Nova Scotia and Southern Cape Breton
Island, this library region is a 2.5 hour drive from Halifax.
Headquartered in Mulgrave, NS, the area includes panoramic oceanscapes and
is a well-known tourism and heritage destination.
Reporting to the Eastern Counties Regional Library Board, the Chief
Librarian/CEO is responsible for overseeing all library operations in a
large geographic library region serving rural Nova Scotians in the
counties of Guysborough, Inverness and Richmond. S/he oversees a staff of
40, including 3 professional librarians, and is responsible for the annual
budget of just under $1 million as well as for all aspects of financial
management for the library system. The ECRL system currently has 7
branches and 9 mobile service sites. As Secretary to the ECRL Board, the
Chief Librarian/CEO provides strategic direction, engages the board in
advocacy activities in the community and oversees and develops operating
and capital budgets for the Board’s approval.
The Chief Librarian/CEO provides leadership, strategic planning and
management strategies to ensure a high level of public library service
delivery to the residents of the three counties served by ECRL. The
incumbent is responsible for all human resource management within the
organization. In addition to working on a regional level, the successful
candidate will also be involved in province wide initiatives.
Required qualifications include an accredited MLS/MLIS degree and a
minimum of 5 years progressive experience working in libraries. Further
qualifications include significant performance management experience in a
library setting. Knowledge of emerging trends in public libraries, and
superior interpersonal, communication, presentation and collaboration
skills are essential, as is a personal commitment to the Canadian Library
Association Position Statements on Intellectual Freedom and on Diversity
and Inclusion. Fluency in the French language is an asset and a valid
driver’s license is required.
The salary range for this position is $53,472.10 to $63,780.17 and
includes a generous benefits package. Moving assistance is negotiable.
